The tools

Cropping is lossless
Unlike resizing, cropping discards pixels rather than resampling them. The pixels you keep are identical to the original. It is also the best possible preparation for heavy compression — a tight crop spends every byte on the subject.
About document photos
These tools produce a file at the correct dimensions, ratio and DPI. They do not verify head position, background colour, expression or lighting. Always check the current published requirements for the document you are applying for.
